Roles and Responsibilities of CLIC

Nakhon Si Thammarat Rajabhat university has assigned the Foreign Language Division as the primary unit to drive the development of foreign language skills – particularly English in alignment with the 2016 announcement by the Commission on Higher Education regarding the policy to raise English language standards in higher education institutions.

Center for Languages and Intercultural Communication is under the supervision of the Office of Academic Resources and Information Technology. Its mission focuses on enhancing foreign language proficiency, offering academic services, supporting teaching and learning, and developing faculty, staff, students, and local communities in foreign language skills.

The four main areas of responsibility are:

Center for Languages and Intercultural Communication (CLIC) provides academic services to local communities by organizing foreign language skill development activities and supporting human resource development. It also seeks academic cooperation with both domestic and international language institutes for knowledge and research exchange. Notable partnerships include:

    • KOICA (Korea International Cooperation Agency) in Thailand for Korean language instruction.
    • HANBAN (Office of Chinese Language Council International) for Chinese language courses.

    • Academic Testing Center of Chulalongkorn University to offer academic services and generate university revenue.

    • Center for Professional Assessment (Thailand) for providing academic testing services and revenue generation.

The division develops training curricula and extracurricular activities that enhance students’ motivation and opportunities to practice English independently and continuously. These initiatives are available for students across all faculties and programs. One core project is the NSTRU CEFR Model, which aims to promote English proficiency and raise awareness of its importance.

The division manages both physical and digital foreign language learning resources:

    • Information Resource Services: Lending, reference services, language edutainment room.

    • Acquisition: Procuring language learning materials for the library.

    • Preparation: Cataloging, classification, and data entry for library automation systems.

    • Statistics: Collecting usage and service data from the Language Center Library.

    • Public Relations: Promoting language learning resources through:

  • Library Activities: Organizing events such as reading sessions and movie screenings to encourage English and foreign language development.

Beyond language services and training, the division offers standardized English testing for students, staff, and the public. It coordinates with testing centers to conduct exams onsite, including:

    • TOEIC (Test of English for International Communication), created by ETS (Educational Testing Service), USA. Widely accepted for job applications, promotions, and academic advancement in both public and private sectors.

    • CU-TEP (Chulalongkorn University Test of English Proficiency), used for academic purposes at undergraduate and graduate levels.

    • Oxford Online Placement Test (OOPT), developed by Oxford University Press, aligned with the Common European Framework of Reference (CEFR).

Additionally, the Foreign Language Division conducts TOEIC Mock Tests for undergraduate students from the second year onward each semester. This internal assessment is developed by faculty members appointed by the Language Center to evaluate English readiness before graduation.
